Yesterdays (July 2rd, 2018) the journalist notification on a production instance was not sent and there is no trace in /var/log/mail.log that would indicate it even tried. /var/log/syslog does not contain anything unusual. This morning (~4am) the mail was sent.
I’ll update this support topic when/if it happens again.
